A concession‑based infrastructure platform

The IWPF Programme is structured as a public–private partnership, with two project companies (IWPF North Ltd and IWPF West Ltd) each holding a regional concession. This model supports ring-fenced financing, robust governance, and transparent reporting, while enabling private sector expertise and capital to deliver essential municipal infrastructure.

Project risks are allocated through the concession framework: the Concessionaire assumes design, construction, operating, and performance risks, while the public authority retains regulatory and strategic oversight.
